Short answer
Cirencester has four conservation areas and a large historic core, so many roof jobs here involve Cotswold stone slate and council rules. Cotswold District Council deals with planning and listed building consent. Before you hire a roofer, find out if your house is listed. Then ask each firm about the stone slate roofs it has done in the town.

What Cirencester roofs are made of
Most old roofs in the centre are Cotswold stone slate, laid at a steep pitch on limestone walls. Dollar Street, Coxwell Street, Cecily Hill and Park Street show this well.
Welsh slate came with the Victorian growth of the town. It is lighter and is often laid at a lower pitch. You see it on many terraces and villas away from the medieval streets.
Post-war estates and the newer areas on the edge of the town mostly have concrete tiles or reconstituted stone slates. These roofs need different skills from a stone slate roof, so ask each firm what it does most.
Conservation areas and listed buildings in Cirencester
Cirencester has four conservation areas: Town Centre, The Park, South, and Gloucester Street and River Walk. Cotswold District Council publishes a map and an appraisal for each one.
The council says that the district has 144 conservation areas, more than any other district council in England. Where an Article 4 direction removes permitted development rights, a new roof material on a house needs planning permission.
For a listed building, you need listed building consent for work that changes its character, inside or out. Structures within the grounds of a listed building can also be covered. A like-for-like repair often needs no consent, but ask the council before work starts.
How to find out if your Cirencester house is listed
Use the Search the List tool on the Historic England website. Type your street name and Cirencester, or open the map search and zoom in on your house.
Each list entry shows the grade (I, II* or II) and a short description of the building. Print the entry and show it to the roofer at the first visit.
Scaffolding in the town centre
In the centre, scaffolding often needs a licence, because many houses front straight onto the pavement. Gloucestershire County Council is the highway authority and issues scaffold licences. The roofer or the scaffold firm normally applies.
Ask who applies for the licence and who pays for it. Ask also how the firm will protect the pavement and keep the footway open while the scaffold is up.
Villages near Cirencester
Firms that work in Cirencester often cover nearby villages too. These include Siddington, Preston, Stratton, Baunton, Daglingworth and South Cerney. Several of these villages have their own conservation area, so check the council map for your address.
Questions
Which conservation area is my Cirencester house in?
Look at the conservation area maps on the Cotswold District Council website. Cirencester has four: Town Centre, The Park, South, and Gloucester Street and River Walk.
Can I use reconstituted stone slates on a house in Cirencester?
On a newer house outside the conservation areas, often yes. On a listed building, or where an Article 4 direction applies, ask Cotswold District Council before you change the material.
Do I need a licence for scaffolding outside my house?
If the scaffold stands on the pavement or the road, yes. The licence comes from Gloucestershire County Council, and your roofer or scaffold firm normally applies for it.
